Olim: Experienced Drivers Do Not Need to Retake Their Driving Test

drivers license

Liami Lawrence and Tzvika Grainer from Keep Olim in Israel Movement – an Aliyah support Facebook group – succeeded in their lobby to get the law changed for new olim who want to convert their foreign driver’s license to an Israeli one.

Minister of Transport – Yisrael Katz announced on July 24th, 2017 that Olim and returning residents who have held foreign driving licenses for at least five years will no longer be required to undergo a frustrating and tedious process that included a driving test to obtain a valid Israeli driver’s license.

Until now, immigrants (olim) from all countries had a three year limit within which time they were required to take a driving control-test that tested their ability to control a vehicle.  If they didn’t do so within 3 years, or if they failed the test twice, they were required to take the same full practical driving test taken by those who have never held n Israeli driving license.

It is recommended that drivers new to Israel take a few lessons to learn local road conditions and familiarize themselves with common driving habits and disciplines. There have been horror stories of exploitation by driving instructors who insisted on tens of lessons and huge financial outlays to unsuspecting olim.

Minister of Transport – Yisrael Katz also mentioned in his announcement “If you have had a driving license for a private vehicle or a motorbike for at least five years, soon you will be able to get an Israeli license without taking a control test. You just fill out a form for an Israeli license, including medical tests, send everything to us, and you will receive an Israeli license,” Katz said in a video he sent to KeepOlim.

Reviving Someone Who Has Nearly Drowned or Swallowed Water.

How to revive someone who has nearly drowned or swallowed water.

cpr

Whether in public swimming pools or on the beach drownings are tragic and sadly we hear about them every summer in Israel. Only bathe on beaches where lifeguards are on duty (usually until 6pm).  However calm and safe you may think the sea looks, you never know what is going on below the surface. The afternoon currents on the Kinneret (Sea of Galilee) are extremely powerful. Side currents, under currents and water turbulence make many of Israel’s beaches unsafe for swimming.

If faced with an emergency drowning situation, are you able to help revive someone who has swallowed water?

What is the first thing I should do?

Call the emergency services immediately and then proceed to administer first aid emergency measures.

Then what?

Begin mouth-to-mouth resuscitation on land, if possible. If the injured person needs immediate life-and-death measures, mouth-to-mouth can be administered in the water (if that is possible without endangering yourself).

Now,

  1. Turn the drowning victim’s head to the side, allowing any water to drain from his or her mouth and nose. Turn the head back to the center.
  2. Strongly breathe four times into the mouth of the injured person as you pinch his or her nose. This helps air get past any water that is clogging the breathing passageways and the lungs.  Point to note: it’s not only water that can come up. About eighty percent of near-drowning victims may vomit at some point during the resuscitation.
  3. After four strong breaths, put your ear near the mouth and watch the chest for any breathing movement.
  4. Check the pulse for signs of life.
  5. Repeat the cycle.

The first 48 hours after swallowing water in near drownings are the most dangerous. Complications resulting from water exposure—pneumonia, infection, heart failure—can all occur during this time. Therefore, you should always make sure a drowning victim gets to the hospital.

Lifeguard Responsibilities & Duties

Reading Time: 2 minutes

Enjoy the day out. Know the duties & responsibilities of lifeguards and bathers at beaches & pools in Israel

Hebrew: חובות המצילים

Every summer we hear of accidental drownings. To fully enjoy one of Israel’s 157 official beaches, it’s important to obey beach rules.  Beach rules are there for your safety and lifeguards on Israel’s beaches and at public pools are duty bound to:
  1. Prevent drownings
  2. Initiate rescue operations where need be
  3. Administer first aid and resuscitation to whoever may need it
  4. Supervise bathers for the full duration of their shift both in and out the water and prevent them from engaging in dangerous activities
  5. Lifeguards are not allowed to partake in any other activities for the duration of their shift
  6. To have a communication device in easy reach of their hands
  7. Lifeguards are not allowed to leave their posts during the work day until another lifeguard comes on duty.
  8. Lifeguards are expected to dress appropriately during their shift; a bathing suit, a shirt and pants which have the word ‘מציל’ / lifeguard displayed thereon in a clear and easily readable manner.

Bathers must:

  1. Listen to the instructions of the lifeguards
  2. Bathe only in the area determined ‘safe’ by the lifeguards
  3. If you cannot swim, stay in shallow water
  4. Keep close to other bathers, maintain eye contact with them and make sure they are aware of you
  5. Avoid swimming in unfamiliar areas; there may be strong currents or unsafe terrain that you are unaware of
  6. Drinking alcohol before a swim puts you at risk of losing control and drowning
  7. Remember, bathing is permitted only during the hours when lifeguards are on duty.  Do not bathe at night.

Israel adopts draft bill to ban ‘harmful’ binary options

Government advances bill banning sale of binary options to foreign clients.

As published in Arutz 7 News –

binary options

The Israeli government on Sunday adopted a draft law banning the country’s firms from selling binary options to clients abroad, after widespread complaints of fraud.

The move comes a year after authorities in Israel banned the sale of binary options to Israeli citizens.

The draft law is to be submitted to the Knesset, where it must pass three readings.

The bill also bans the sale by Israeli firms of financial products if the trader carrying out the transaction is not licensed in the country where the client lives.

Israel Securities Authority Chairman Shmuel Hauser said the sale of binary options was causing huge economic harm to people around the world, and “encouraging anti-Semitism.”

Attorney General Avichai Mandelblit welcomed the adoption of the draft law saying, it was targeting “criminal acts”….>
