  • Update – new restrictions come into effect at 5pm – not 8pm as originally reported
  • Visits to the Mikveh need to be pre-arranged
  • Online sale with shipping for all types of products but must be delivered to private homes and placed outside the residence
  • People can go to work as per MOH guideline. Employers must check the temperature of all those arriving. Anyone with a temperature of more than 38 degrees Celsius must be refused entry.
  • A two 2-meter distance between people at checkout lines must be kept.
  • 2,030 confirmed cases – that’s 100 up on this morning’s statistic

From Wednesday evening at 8pm the following restrictions on movement will come into place – Channel 13 reports:

  • No walking more than 100 meters from home except for food and pharma, medical treatments, social services and court proceedings.
  • Public transport will be significantly reduced and may only be used for approved purposes.
  • Taxis still operational as per MOH limitations – only the driver and one passenger allowed.
  • Trade to cease except for food, pharma and optics. Gas stations and banks operating
  • Food deliveries allowed but no take-aways or self pick-up from restaurants
  • Prayer services, weddings, funerals and Britot Milah – no more than 10 people
  • Minor children of divorced parents are allowed to be moved from one parent to another
  • 6 month prison sentence or a fine for offenders
  • Remote learning for pupils will continue following an agreement reached between teachers and the teacher’s union
  • Today’s statistics: 1930 infected with the virus, 4 deaths, 34 in serious condition. 135,000 Israelis have spent time in quarantine and the Health Ministry reports that  71,029 people are in isolation.  Ynet reports that 45 are in moderate condition and 1,795 have light symptoms. At least 53 people have recovered from the illness, a significant increase over the recent days. There are 349 people in hospital, 652 are being treated at home, 161 are being treated in a specially designated hotel and 712 are awaiting a decision on how they will be treated.
  • In the last 24 hours, more than 3,700 people were screened and as of Tuesday morning the MOH reported that  27,054 tests had been taken as of Tuesday morning.

  • Discussions to increase limitations on the public is set to continue today.  On the agenda; no private trading, essential services to conform to restrictions, food and pharma stores to remain open – all others to close, public transport to cease, food delivery (take-aways) – undecided, no outside sporting activities, Final decisions are expected later today.
  • Movement restricted – no more than 100m from home except to purchase food or pharma or go to your workplace as per regulations.  A request to limit this to 50m is on the table.
  • Israelis stranded in Italy returned home
  • Drive-in testing stations open in Haifa, Jerusalem and Beer Sheva
  • The motion to extend  winter time was rejected.  The clock will move forward at the end of this week.

  • As number of infected passes the 500-mark, with six in critical condition, Health Ministry instructs country’s hospitals to prepare for thousands of patients.
  • Since the beginning of March 333,000 job-seekers have registered for financial assistance. 86% of those who applied for financial assistance were sent on unpaid leave. More than half of those applying (53%) were men.
  • Chief Sephardic Rabbi Yitzhak Yosef sent Health Minister Yaakov Litzman a ruling of Jewish Law on Wednesday, calling on people to leave their phones on during Shabbat.

  • 324 is the number of diagnosed Coronavirus cases in Israel.
  • Visiting parks, beaches, pools, libraries and museums is now prohibited as are all social interactions.  The MOH says social interactions should be conducted on the phone or by other digital means. Group sports and workout classes are also all cancelled effective immediately.
  • All dental procedures should be rescheduled unless it is an emergency.
  • Delivery services may not enter your home, only deliveries to the front door are allowed.

  • Rabbi David Lau, Chief Rabbi of Israel announced this afternoon and recommended that the public refrain from kissing and touching mezuzzot.
  • Prime Minister Benjamin Netanyahu and health minister Yaakov Litzman extended the self-quarantine ruling to France, Germany, Spain, Switzerland, and Austria.
  • Litzman also announced restrictions on gatherings of over 5,000 people.

You’ve obviously been glued to the news broadcasts and if you have been listening carefully you will have heard broadcasters regularly referring to “Chalat”.  What is Chalat and what are your rights?

‘Chalat’ in Hebrew –  חל”ת – is an abbreviation for the term “Hofsha L’lo Tashlum” – חופשה ללא תשלום – or in English – Leave of absence without pay

What are your basic rights?

The website Kolzchut explains as follows:

  • An employee may, with the consent of the employer, take a leave of absence without leave of employment.
  • The duration of the absence will be in agreement with both parties
  • The employee is entitled to return to work under the same conditions as he worked before taking a leave of absence
  • An employee who has been on forced leave for at least 30 days may be entitled to unemployment benefits in some cases
  • The employer has a duty to pay Social Security (Bituach Leumi) during the first two months of vacation.

Coronavirus – Israel Ministry of Health Rules of Conduct During Lockdown

Just published by the Israel Ministry of Health – Rules of conduct for the Coronavirus.

Here are the new guidelines published by the Israel Ministry of health.

1. Do not leave home unless absolutely necessary (work – in accordance with the prescribed limits set out below and in accordance with separately published regulations – to buy food, medicines, to receive medical treatment and other essential activities).

2. Do not leave home for parks, playgrounds, the beach, pool, nature reserves or other public spaces, with the exception of children within the family framework or with an animal (alone)

3. No extracurricular classes (chugim) at all, not even with a small number of participants, including sports clubs and gyms. This rule also applies to circles held in public or private settings. An unorganized sporting activity can be carried out in a group of up to five people, with a social distance of two meters.

4. Social connections should be maintained by remote communication.  Avoid hosting friends and family who do not reside at home.

5. At-risk population – For the elderly as well as people of any age with severe chronic illnesses, prolonged respiratory illnesses including asthma, autoimmune disease, cardiovascular disease, diabetes, immune system disorders and conditions, and malignant diseases, care should be taken to avoid, as much as possible, going out of the house or hosting people at home, except for essential services. The at-risk population should rely on friends and family to bring in supplies

6. Use the following resources to reduce the need for people to leave home:

  • Remote work, video calls and conferencing
  • Every employer must keep a two-meter distance between employees and ensure personal and environmental hygiene rules.
  • Shipping and delivery services – only to the doorstep
  • Dental Care – It is recommended to postpone all treatments and perform only those that are necessary and emergency situations

7. Even when leaving the house in situations that require it (see section 1), contact between people must be reduced and a social distance of two meters must be kept.

8. Health services:

A. If there is a health problem, it is advisable to use remote medical services and not physically reach the clinic if possible and in accordance with Health Maintenance Organization (HMO) guidelines online and in the media.
B. Immediately at the start of isolation, the communication channels with the HMO of which you are a member must be established. If you need medical attention, check the Internet or with family members (you need to make sure you know how to contact the HMO and follow its guidelines).
C. If you feel that you are developing illness or fever, with or without respiratory symptoms, you should go into home isolation and avoid contact with family members. Fever should be measured twice a day. If you are concerned – contact your doctor or the referral center of your HMO.
D. In the case of a fever, the patient should remain in isolation for two days after the fever has ended. The rest of the family will be placed in isolation only in the case of a coronavirus diagnosis.

 Additional rules of conduct
  1. Avoid physical contact including hugs and handshakes
  2. Avoid using the palm of your hand in opening doors
  3. Avoid touching your face 
  4. Wash hands frequently
  5. Maximum ventilation of the house 
  6. Handles and doors must be disinfected
  7. Avoid kissing mezuzahs and other sacred objects
  8. Avoid smoking cigarettes, e-cigarettes or hookahs – this is a good opportunity to stop smoking!
  9. Avoid using one shared utensil for eating and avoid sharing foods
  10. Healthy nutrition and exercise should be maintained while staying at home (separate guidelines).

Rules of Out-of-Home Behavior

1. When to leave

A. Urgent medical care – Patients with fever and respiratory symptoms are prohibited from leaving the home except in medical emergencies.
B. Employees – in accordance with government directives and regulations to be published separately.
C. Leaving for essential supplies if they cannot be delivered by courier or by a family member (in the case of elderly or chronically ill patients).
D. Funerals – reduce participants as much as possible to the required minimum and being close family members, and keep a distance of two meters between people. Avoid staying in confined spaces.
E. A 10-minute walk can be taken in isolated locations or out in the yard. The elevator should be used with only one passenger or not in close proximity to other people.
F. Keeping children – Two families may join together in a regular arrangement to care for toddlers.

2. How to behave while leaving home

A. Use of a private vehicle – One person only in the vehicle or family members of the same household, except when an essential escort is needed such as transfer for non-urgent medical care.  
B. Public transport should be avoided as far as possible – detailed instructions have been issued separately.
C. Keep a distance of two meters from each person when you reach a public place with people.
D. Ensure hand and respiratory hygiene.

3. How to behave in the workplace

A. Employees must be kept at least two meters away from each other. >B. Fever should be measured before leaving for work. If there is a fever or signs of respiratory illness, no work should be done and isolation rules must be followed at home. It is recommended to keep a fever log (morning and evening measurement).
C. Hands should be washed at the entrance and exit to work, and at least every three hours.
D. Try as hard as possible not to touch the nose and mouth, and wash hands after contact of this kind.
E. Tissue / toilet paper should be accessible from all areas close to employees.
F. Care should be taken to follow previous guidelines.

4. As of Sunday, March 22, elective activity in public hospitals will cease. A detailed message will follow.

5. Non-essential retail stores beyond those defined in The Order (such as food stores, pharmaceuticals and toiletries) must be closed.

Coronavirus: Israel’s latest emergency measures.

Prime Minister Bibi Netanyahu and Moshe Kahlon – MK announced last night, March 16th, Israel’s latest emergency measures and updates to fight the Covid-19 Coronavirus outbreak.

Updates

Effective immediately, here are the updates

  1. A general state of emergency but no lock-down.  Lock-downs may be implemented in specific areas facing severe outbreaks like that in Kiryat Yearim (Telzstone) near Jerusalem.
  2. Companies with 10 or less employees must continue as usual. 
  3. Reduction of services in the public and private sector.  (Check before you go)
  4. Essential services: banks, supermarkets, pharmacies, medical services, welfare institutions etc. will be operational.  Public transport services will continue to operate.
  5. Digital tracking software to be used to keep abreast of the exact whereabouts of Coronavirus patients for 30 days so as not to infringe on the people’s democratic right to privacy. 

304 confirmed cases of Covid-19 Coronavirus have now been registered and you are urged to continue to keep a 2m social distance especially in supermarkets or where queues are generally long.

There may be some changes to the public transport schedule.  It is advised to check the Ministry of Transport’s website for latest updates and instructions.  (Anglo-List will try to keep abreast of these changes and will publish updates as necessary)

For the time being, Israel Electric Company have agreed to relax their policy for collecting arrears.

If you have a pre-scheduled appointment at Kupat Holim, please verify beforehand and check if your appointment has been rescheduled.  If it’s not urgent, you are asked to please consider postponing the appointment for a later date so as not to overload the healthcare system.

In light of the large numbers of people who have been made redundant in the last few weeks, employees will now be able to claim unemployment if they have worked for 6 months in the last 18 months.  In the days before corona, employees had to work 12 months out of 18 to collect unemployment benefits. For the self-employed small – a NIS 10 billion package to assist small and medium businesses.  Kahlon also announced his intention to inject NIS 5 billion into the Israeli economy.

Some of the large banks have announced measures to help private citizens and businesses during the current Coronavirus crisis and will be freezing loan payments, deferring mortgage payments, government guaranteed loans and deferring payment of municipal taxes.  Note – each bank has it’s own policy.

Stress less! Managing your anxiety and stress in Covid-19 Coronavirus times.

Everyone reacts differently to stressful situations and taking care of yourself and your family now may be wearing you very thin.  In addition to all the unknowns we are dealing with right now, self-quarantine presents numerous and unique challenges.  Linda Avitan (well known to many in the Anglo community) a MSW and certified marital and family therapist in Rehovot shares six ways to cope with today’s stress (based Lahad and Alyalon’s Basic Ph model).

Belief

Belief can offer solace in situations where logic is difficult to apply. Belief is generally used in the context of religious beliefs and ritual practices, which serve to give one strength, grounding  and comfort. However, belief is not restricted to religion. There are many forms of spirituality that give strength. It can be belief in a world-view to which one adheres. Can belief be a coping tool for you?

Affect

Affect is emotion. What role do emotions play in your life? How do you express them? In times of stress, it is normal to feel worried, anxious, fearful. Unexpressed emotions “go underground” and can undermine our mental health as well as our physical health. It is important to find a channel for expressing ALL emotions. Some of the other categories offer outlets for emotion such as talking to a trusted individual, journal writing,  or “getting it out” physically.

Social

Social refers to interactions, both within and outside of family. Whom do you trust to share vulnerabilities? Whose company makes you feel good?  You now have time to talk to with family members in quarantine with you,  as well as other people important to you by phone or video chat. But: are you allowing yourself to spend time and personal resources with people who drain you or don’t reciprocate?  Quarantine is good opportunity to take a personal social inventory and see what social interactions add to your bank of personal resources. Invest in those, particularly in quarantine!

Imagination

Imagination includes reading, the arts, and all types of creativity. Do you have a knack for a certain type of creativity? How can you apply that to home quarantine? Do you draw, listen to or play music, dance? How about making a family collage or putting on your favorite music and having a dance party or karaoke? Or playing old-fashioned charades? I promise there will be loads of laughs, which is great for building the immune system! Do you have board games somewhere in the closet? Get them out!

Cognition

Cognition is the thinking brain. Learning information is one of the ways people cope. “Knowledge is power.” But beware of information overload; it can have the opposite effect. How about an on-line language course? Or read up on a topic you never studied before. It can be a positive distraction.

Physical

Physical – Although, with nowhere to go, it could be tempting to stay up late and sleep late, it is important to adhere to healthful sleeping patterns for physical and mental health. Eating properly is just as critical, especially when burning off calories is challenging  while in quarantine. Look for on-line exercise routines or exercise as a family; take turns leading sessions. Then you can combine social, imagination and physical all in one!

National Public Transportation Authority Director Amir Asraf announced on Tuesday:
On Tuesday, March 17th, public transport will end at 10 p.m. 
From Wednesday, March 18th, public transport will cease at 8pm and will not be available on weekends
Transportation service for the weekends will cease on Thursdays at 8 p.m. and only resume early Sunday morning. These regulations apply to buses, trains and the light rail. 

Also, 

There is a ban on standing passengers on intercity bus trips. 

Bus passengers are also forbidden from sitting in the front row of seats directly behind the driver. 

Windows are to be kept open as much as possible.

As of Tuesday March 17th, there will be no cash payment available for public transportation so as to minimize contact between passengers and drivers. Passengers will only be allowed to pay by using Rav Kav travel card

The Ministry of Transport are calling on the Israeli public to to stay away from public transport for all non-essential travel.

The public is urged to restrict private car travel by having a maximum of two people in one vehicle


Israel Railways

Following a new set of directives from Israel’s Ministry of Health and a significant increase in the number of railway inspectors who are in isolation as a result of the Covid-19 Coronavirus, changes have been made to the Israel Railways train service: 

Commencing March 14th, until further notice, trains will NOT operate on the following lines:

Lod – Rishon LeZion Rishonim

Beit Shemesh – Jerusalem Malcha.

Dimona – Beer Sheva North.

The night lines between Beer Sheva and Tel Aviv are also canceled.


Terminal 1 at Ben Gurion Airport

The Israel Airports Authority (IAA) announced that Terminal 1 at Ben-Gurion International Airport will close Wednesday, March 18th, until at least the end of April. Local flights from Ramon International Airport near Eilat, which usually arrive at Terminal 1, will now land at Terminal 3.

There are currently only two daily flights operating between Ramon Airport and Ben-Gurion Airport.

The train station at Ben Gurion Airport is closed to anyone arriving in Israel. Domestic flight passengers are able to use the train services upon presentation of a plane ticket. Passengers on domestic flights landing at Terminal 1 are able to use the train as usual.

At a press conference on Saturday evening, March 14th, 2020, Prime Minister Benjamin Netanyahu announced a barrel of new emergency measures to fight against and protect the people from the Covid-19 Coronavirus.

Briefly, the new measures include:

  1. If you can work from home – do so.
  2. Practice good hygiene
  3. Keep a personal and social distance of 2m
  4. Last week’s order limiting gatherings to 100 people has now been overturned and indoor gatherings of more than 10 people are not allowed.
  5. Cafes, restaurants, theaters, cinemas and recreational centers to close
  6. Banks and supermarkets will be operating as usual.
  7. Kindergartens and special education to close.  This is over and above last week’s order for schools and universities to close there doors temporarily.
  8. Attorney General Avichai Mendelblit approved the use of cyber technology to track the phones of coronavirus patients in Israel.
  9. Payment on public transport only via RavKav.  Other restrictions still to be announced.

Justice Minister Amir Ohana also announced that in order to counter the spread of coronavirus, emergency measures will be taken affecting the workings of Israel’s courts,  Prime Minister Benjamin Netanyahu’s trial, currently scheduled to begin on Tuesday has been postponed to May.

New Israel MOH guidelines for Coronavirus.

A new set of guidelines for the Coronavirus was published by the Israel Ministry of Health on March 11, 2020 as follows:

  • Avoid gatherings of people in one space. If gatherings are held – they should be as limited as possible, and no more than 100 people. Due to the complexity of this guideline, exceptions will be established with the goal to ensure routine.
  • Private events such as weddings, bar mitzvahs, and other events – up to 100 people.  
  • The Ministry of Health will hold discussions with Council on Higher Education regarding opening of the new semester through remote learning and not classroom learning.
  • The educational institutions (excluding academic institutions) and workplaces can continue to act in accordance with the relevant guidelines of The Ministry of Health and other relevant ministries.
  • Health staff responsible for treating patients – may gather only for work purposes, and in groups not over 15 people.
  • Sports events will be held without spectators. To the extent that players or judges from abroad participate, they must follow the particular instructions of the Ministry of Health for sports.
  • Responsibilities of stores, malls and shopping centers –to ensure no crowding and regulate occupancy, at any given moment, to avoid crowding and take care to maintain a reasonable distance between people.
  • As part of preparing for the next steps, employers should prepare and increase as much as possible capacity and arrangements for remote work of employees.
  • All people with a temperature of 38 Celsius or more and respiratory symptoms (cough or shortness of breath) must stay home for two days after the fever has dropped, regardless of the need for a coronavirus test.

10 things to keep you busy during lockdown – a lighthearted look.

As more and more cases of the Covid-19 Coronavirus are being diagnosed daily in Israel, the number of people in quarantine is mushrooming.  Laying about is great on the first day but on the 2nd and 3rd days, one might be starting to climb the walls.  Here are some suggestions to keep you busy during this stressful time.

1.  Binge TV – catch up on all your Turkish telenovelas (The Bride of Istanbul is back!)  or catch the latest flick on Netflix.  Preferably, you want to have a stash or Pringles for this one.

2.  There are apparently 150 variations of Klondike and solitaire; the pyramid, clock, spider, Yukon, golf and poker solitaire are just a few.  Make sure you have a standard deck of 52 playing cards for this pastime.  Serious solitaire players can download apps from the Google- or the App-Store.

3.  Make a 3D Origami swan. The art of Japanese paper folding. should keep you busy for hours.  A ream of a paper should keep you going. You need between 400 and 450 paper triangles for this project.  In fact, with the basic triangle you can make an endless number of shapes – let your creative juices flow. Here are instructions for the basic triangle…

4.  One-man Scrabble – test yourself.  After 20 years of Aliyah, can you still spell in English? Do you remember any 7 letter words?  Write them down and If not, learn some new Hebrew words.

5.  Try doodling – absentminded scribbling.  You can doodle circles, cubes, flowers, faces, parallel lines that never end, basket weaves, decorate letters of the alphabet and much, much more.  When you have completely filled up an A3 page with all of these, send a photo of your artwork to a friend and ask them to decipher your inner psyche.

6.  Build a tent with your bedding.  Remember when you were a kid, you built a secret place in your bedroom.  Tie blankets and sheets to door-handles and keep the opposite sides weighted down on the bed with heavy books.  This activity might be difficult if you no longer have any books at home.  You can’t very well keep a sheet weighted down with an ebook reader.

7.  Grab your kids Lego blocks when they aren’t looking and build a tower.  How high can you go?  You have to have your tower done and dismantled before your kids get back from school otherwise they will know that you sneaked (hmmm, or should that be snuck?) out of quarantine.

Update – since schools have closed, this activity is no longer possible.

8.  File all your household papers that have been lying around for years.  Or perhaps more fun – when you’ve sorted the papers into piles, put them back in the shoe-box and say to yourself “I don’t really have the time for this now.  I’ll do it another time”.

9. Only one month until PesachClean the windows, cupboards, shelves, light fittings, repack everything and then start again tomorrow.  Best to be prepared for the holidays.  If you have stocks of aluminum foil you can already take your Pesach prep one step further – just admit it, you bought extra aluminum foil when you stockpiled toilet paper!

10. We couldn’t come up with a 10th one-man activity.  Any ideas?
