Welcome to another Anglo–List video – “Step-by-step instructions for paying your Israel water bill online.”

Before we start I’d like to share some background information.

It’s important to know that utility bills in Israel are sent out in 60 day cycles. Different municipalities and regional councils have different systems.  Some municipalities and regional councils have a combined water and Arnona bills (Arnona is the Hebrew word for property tax) while others have separate bills for each.  Some municipalities and regional councils are connected to the CityPay payment portal.  CityPay enables you to pay a host of bills like water, Arnona, parking fines, school fees and other municipal services.  Some are not connected to the CityPay portal and those municipalities and regional councils have other payment facilities which can be accessed on their websites.


To use the CityPay portal you need to begin the process with a google search.

Enter the keyword phrase ‘citypay israel’

The first result is the one you need – w w w dot citypay dot co dot il

Just click on the link to enter the website


Don’t be alarmed! The citypay link automatically directs you to a website with the URL w w w dot city4u dot co dot il 

You will immediately notice that CityPay is a Hebrew website and has NO English interface so you’ll need to learn a few important Hebrew keywords in order to take full advantage of the site.


First you need to know how to recognize the name of your city or town in Hebrew and select it from the drop-down menu on the right-hand side of the webpage as we’ve illustrated here.

For example – Eilat, Ashkelon, Beer Sheva, Jerusalem etc.

You will also have to identify the Hebrew word for the type of payment you wish to make – and Here are a few examples of those


Property tax, water, school fees….


Now, make sure you have your water bill on hand, your teudat zehut number and your credit card details in order to proceed with the payment process.


The City Pay portal offers you a selection of payment options and profiles but in order not to confuse you or overload you with information, we will be paying a single bill using the standard credit card payment option.

Once you have selected your municipality or regional council, the utility you wish to pay and clicked on the PROCEED TO PAYMENT button a new  screen will popup and you can commence payment.

Before this, there is an important Hebrew term you should learn MISPAR MISLAKA which is the Hebrew term for CLEARING NUMBER.  Mispar Mislaka is one of the terms that pops up frequently on a host of household bills, so learn it and remember it.


Now we get to Step 1 of the online payment process.

The first thing you need to fill in is a client number which is usually a teudat zehut number followed by the clearing number – that’s the MISPAR MISLAKA – in the space provided.  Extract the corresponding information from your actual bill as is marked in red. Click on the DISPLAY AMOUNT button, as shown here in green, and the amount due will automatically pop up.

Click on the PROCEED button to continue or on the GO BACK button if you need to change an entry.


In step 2 of the payment process you are required to fill in your personal details and contact information.  All fields marked with an asterisk are mandatory.  Your name and physical address can be filled in in Hebrew or in English and that is really convenient.

Click on the CONTINUE button to proceed to the next step.


Step 3 of the online payment process asks you to choose payment terms. There are 2 options – the first option is a regular and immediate payment and the second option is for a credit payment in installments.  If you wish to take installments you will have to pay some interest.

You will notice that the amount due is shown in large blue numerals

For the purposes of this video, we are assuming that you will be making a regular and immediate payment.

Once you have made the appropriate selection, Click on the CONTINUE button.


You are now being directed to the credit card payment portal CREDIT GUARD.  Here you need to fill in your credit card number, the card’s expiration date, the CVV number and the teudat zehut number of the card holder. Once you have filled in these details, click on the blue CONTINUE button.

You’ll automatically exit CreditGaurd and re-enter the CityPay portal.


In Step 4, you will receive payment confirmation together with a transaction reference number.  If you’d like to make additional payments via the CityPay portal you can do so by clicking on the grey MAKE ANOTHER PAYMENT button, CIRCLED HERE IN GREEN, that allows you to make an additional payment.  At this stage you can also print your receipt by clicking on the PRINT icon.


Earlier in Step 2, you provided your email address when you filled in your personal contact details and a receipt of payment will be sent directly to that email address.

As we said before, municipalities and regional councils not affiliated with the CityPay portal will have payment options on their websites which you can make use of.

Welcome to another Anglo–List video: “Step-by-step instructions for paying your municipal property taxes online.”

Digital payment platforms are meant to make our lives easier but for new Olim, with basic Hebrew skills, it can be especially difficult navigating them, so we are delighted to be able to share the next in our series of step-by-step English instructions with you. 

Before we start the payment process, let’s talk a little bit about Arnona.


What exactly is Arnona? Arnona is a municipal property tax. Whether you are residing in your own home or a tenant, you are responsible for paying the Arnona bill.

Arnona covers such things as street lights, garbage collection and other general municipal services. Some municipalities and regional councils have a combined water and Arnona bill, while others have separate bills for each. 

Arnona is calculated by multiplying the square meterage of your dwelling and other common areas, like stairwells and lobbies with the current municipal rate.  Rates vary from city to city and town to town.  Cities are often divided into zones; A, b, c or d – Alpeh, Bet, Gimmel, Dalet and residents in the more affluent suburbs or neighborhoods in zone Aleph for example, will pay more than those in zone Gimmel or Dalet.

At the beginning of the fiscal year, your municipality might send you a bill for the upcoming year wherein they offer you a selection of payment alternatives; a single upfront payment for the year ahead, two payments for 6 months each etc., etc., but most of us choose to pay our Arnona in 60-day cycles.

Remember, if you pay your utility bills past the due date, you will be responsible for late fees.  The late fees are not huge amounts, but of course, if you are not careful, those numbers can add up.


New olim are entitled to a 12-month Arnona discount and currently the discount is between 70% -90% but the figure can change if the Aliyah benefit package changes.  Other sectors of the community are also entitled to Arnona discounts; the disabled, students, single parent families to name but a few.  You can find the full list in our website in the article – “Are you entitled to an Arnona discount?”


There are a few ways to pay your Arnona; a monthly debit via your bank account, via you’re your local municipal website or via the CityPay payment portal.  CityPay enables you to pay a host of bills like water, parking fines, school fees and many others. 


Like the Haifa one shown here, some municipalities and regional council websites will connect you directly with the CityPay payment portal, but if not, you need to access City Pay via a Google search.


In your web browser enter the keyword phrase ‘CityPay israel’

Just click on the link to enter the website


The CityPay link automatically directs you to a website with the URL w w w .city4u.co.il 

As we’ve mentioned in previous videos, CityPay is a Hebrew website and it has NO English interface so you’ll need to learn a few important Hebrew keywords in order to take full advantage of the site.

First you need to know how to recognize the name of your city or town in Hebrew and select it from the drop-down menu on the right-hand side of the webpage as we’ve illustrated here in orange.

You will also have to identify the Hebrew word for the utility you wish to pay from the drop down menu on the left-hand side as illustrated here in green. 


In this video we are paying Arnona and the Hebrew spelling of the word Arnona is like this – ארנונה


Two other important Hebrew terns you should be able to recognize for purposes of paying your bill, are MISPAR MESHALEM – customer or client number and MISPAR MISLAKA – clearing number as we have shown here.


Make sure you have your water bill on hand, your Teudat Zehut number and your credit card details in order to proceed with the payment process.

Once you have selected your municipality or regional council, the utility you wish to pay click on the CONTINUE button and a new screen will pop up and you can commence payment.


Step 1 of the online payment process.

The first thing you need to fill in in the spaces provided is the MISPAR MESHALEM or client number which is usually a Teudat Zehut number, as illustrated here in green followed by the clearing number – that’s the MISPAR MISLAKA – shown here in yellow. Extract the corresponding information from your actual bill. Click on the DISPLAY AMOUNT button, as shown here in blue, and the amount due will automatically pop up, as shown in red.  That number should correspond with the amount reflected on the actual bill which is also circled in red.

Click on the CONTINUE button to proceed or on the GO BACK button if you need to change an entry.


In step 2 of the payment process you are required to fill in your personal details and contact information.  Three of the four fields are mandatory; name, telephone and email.  Details can be filled in in Hebrew or in Latin letters.

Click on the CONTINUE button to proceed to the next step.


Step 3 of the online payment process asks you to choose payment terms. There are 2 options – the first option is a regular and immediate payment and the second option is a credit payment in installments.  If you choose installments you will have to pay some interest.

For the purposes of this video, we will be making a regular and immediate payment. Fill in your credit card and Teudat Zehut details and thereafter select ‘REGULAR PAYMENT’ selection as shown here in green and then click on the CONTINUE button.


Step 4, is the payment confirmation section. Payment is confirmed together with a transaction reference number.  If you’d like to make additional payments via the CityPay portal you can do so by clicking on the grey MAKE AN ADDITIONAL PAYMENT button.  At this stage you can choose to print your receipt by clicking on the PRINT icon.


Earlier in Step 2, you provided your email address when you filled in your personal contact details and a receipt of payment will be sent directly to that inbox as well.

You can see on this specific receipt; payment was made for 2 sixty-day cycles and one of the payments is slightly more than the other and that’s the one which includes late fees.

With that we have completed the payment process.

Hanukkah Cheese Fritters

Hanukkah cheese latkes – all the rage this year.

Call them whatever you wish; latkes, levivot, fritters, crumpets or pancakes, Hanukkah is the time to experiment with some unusual food combinations in pursuit of the tastiest and most unique latke.

Hanukkah 2021 will be especially festive – remember last year we celebrated under tight coronavirus restrictions.

Our family’s favorite latkes are traditional potato latkes (potatoes, carrots and onions) as well as sweet potato latkes, spicy pumpkin fritters, sweetcorn fritters and onion fritters.

When my grandmother was alive, she made cheese latkes (with her own home-made cheese) and after seeing a host of recipes online, I have decided to serve them this year too.

This recipe uses a firm white cheese like the local Israeli Canaan Cheese. You could substitute with ricotta cheese as well.

I am not sure who this recipe belongs to as it was one of many I saw on the internet.  So any credit due, goes to all the chefs that share their recipes online.

Ingredients

  • 1kg of white cheese (Canaan)
  • 3 XL eggs beaten
  • 3 tbsp sugar
  • 5 tbsp of self raising flour
  • 1 tsp vanilla essence
  • Butter for frying

Directions

  • In a large bowl mix all the ingredients well. Refrigerate the mixture for an hour or so, so that it all firms up.
  • Dust your hands with flour, flatten golf-ball sized rounds of mixture, shape into latkes and fry for 3 – 4 minutes until the latke is golden brown on both sides. It will resemble a crumpet or pancake when done.
  • Dust with powdered sugar and serve with with a berry jam of your choice. Of course, they can be eaten on their own.

Chef’s tips

  • Prepare the ‘golf-balls’ in advance and then when you are ready to fry them, flatten them in your floured palms.  If you try to shape, flatten and fry all at the same time, you will land up with a huge mess.
  • This recipe calls for 1kg of cheese which is a large amount and will yield about 50-60 latkes.

An insider’s look at lawyers in Israel.

Full disclosure from the outset – I’m a divorce lawyer. I was raised in the United States and practiced law there until 2004 when I made Aliyah. And I’ve been practicing family law here in Israel since 2009. I’ve seen my share of lawyers in real life. I’ve stood opposite them in court where battles have been fought. We’ve sat around the negotiating table together where agreements were made. (My preference by far.) I AM a lawyer! So, I think I’m pretty qualified to give you an insider’s look at how to choose the right lawyer in Israel.

Why are lawyer jokes so funny?

I have heard my share of lawyer jokes. I even share one each month in my newsletter. Have you ever wondered why people like (and laugh at) lawyer jokes? Just as with jokes about anything, lawyer jokes are funny because we believe that there is truth to what we’re hearing.

  • “What do you call 1,000 lawyers at the bottom of the ocean? A good start.”
    People don’t like or trust lawyers and if one is present in someone’s life it means something is amiss.
  • “How cold is it outside? So cold that the lawyers have their hands in their own pockets.”
    Lawyers are in it for the money, over charge and pad their work for billable hours.
  • “Why are lawyers so good at racquetball? Because they stoop so low.“
    Lawyers will do anything to win a case and defend the indefensible.

Do lawyers in Israel have the same negative image?

Lawyers in general, have the reputation of being untrustworthy, uncaring, unsympathetic and never available. Unfortunately, there are many lawyers here in Israel who live up (or down) to these characterizations. I have met quite a few myself. In my opinion, some of this is the result of the challenges of life in the Middle East and some can be attributed to personality. Having said this I want you to know I have met and worked with some wonderful Israeli attorneys. And I’m hopeful that as our little country grows and becomes more international, there will be many more.

What are the contributing factors?

When you come to live in Israel from an Anglo country one of the first things you notice is the lack of lines. No lines for the bus. No lines for a falafel stand. Everyone is in a hurry and pushing and shoving to get there. The aggressiveness is so different from ‘back home’. I think there are a couple of reasons for this behavior.

  1. Our nation has lived under the daily threat of bombs and attacks since the modern country came into existence in 1948. Because of that I think there is a need to get things done, now. Whatever it may be. It feels as if daily life can be disrupted at any moment
  2. Most of the country’s population has served in the army and had to learn to protect themselves, literally. I once heard someone say, “Israelis don’t drive, they aim.”

This aggressive ‘win at all costs’ stance that I see so often from Israeli lawyers could very well be one of the contributing factors as to why people don’t trust lawyers. They are willing to advise their clients to hold out, demand more and go for the jugular. This often turns a divorce case into World War lll, unnecessarily.

How important is a lawyer’s personality?

And sometimes, a lawyer has indeed chosen his profession for the money. He knows he’ll make more if he brings more suits in each case. So he’ll advise his client that litigation is necessary to get the best deal. I had a case recently where I offered a settlement on behalf of my client. (The judge actually stated that she thought it was fair.) But the other lawyer insisted his client bring another suit with additional evidence that would prove she was entitled to a bigger settlement. In the end, the extra litigation cost the client money she didn’t need to spend. The judge ruled that the original offer was completely in line with the new evidence as well. And the ex-spouse ruined any good will that was left between herself and my client.

The biggest legal stumbling block to an amicable divorce is not what you think.

The legal system in Israel is so unfamiliar to an Anglo immigrant. Not only is it conducted in Hebrew, but many of the laws are different as well. We have two court systems here. The secular Family Court and the Religious Court. Anyone going through a divorce has to deal with both. What is the race for jurisdiction in courts in Israel? And then there’s the client who wants to go in aggressively and take their soon-to-be-ex for everything they’ve got.

But surprisingly, it isn’t the complicated legal system or even the clients themselves that are the biggest stumbling block to an amicable divorce. You guessed it. It’s the lawyers. In my opinion, an individual attorney’s personality traits coupled with the Israeli cultural influences affect how he or she represents their clients. It’s no wonder that when it comes to divorce, people believe getting attorneys involved will make matters worse between a couple. The recent movie on Netflix called Marriage Story, illustrated this quite powerfully.

What is a good lawyer?

Lawyers are human. I know, for some that’s debatable. But I can tell you from personal experience, it’s heartbreaking to meet people going through one of the worst experiences of their lives. But it’s an attorney’s responsibility to stay calm and focused even when their client is upset. He or she must be able to gather all the facts of the case by listening compassionately and asking the right questions. A good attorney knows that he or she is the wrong person for their client to rely on for emotional support but that it’s very important that they get it. So it’s always a good sign when a lawyer offers access to a professional counselor that he trusts. The 18 questions to consider before hiring a divorce attorney.

A lawyer can play an exceptionally important role in the future of a family. When mediation is offered as a very real path towards divorce, an attorney is focusing on the client instead of his own bottom line. Litigation is very expensive and often results in losing any possible financial gains. It may very well be possible to reach a mutually beneficial agreement and avoid long and expensive litigation. Having a couple work together instead of against each other sets the stage for a calmer and more stable future for the kids and the extended family. Six steps to a happier future – using a comprehensive divorce agreement.

A good lawyer knows that an educated client is an empowered one and is better able to make well informed, responsible decisions for their family’s future.

What is a Global Fee?

The first question people want answered when they are thinking about hiring an attorney is, “How much will it cost?”

If your lawyer charges global fees you pretty much know from the outset what services he or she will be providing and how much it will cost. He quotes one price for a specific list of services. The fee could include for example, writing documents, filing them in court, a set number of mediation meetings with the other lawyer and spouse, etc. The details are decided upon by each attorney. A lawyer who charges global fees will explain any extra costs ahead of time. They will keep you informed as your case progresses. While it’s not so common for lawyers in Israel to charge global fees the world trend is having an affect and it has begun to change.

There are reasons for optimism.

Things are looking up. Even though people don’t generally trust lawyers and the jokes are here to stay, there are some lawyers in Israel setting a much higher standard than ever before. 

A good lawyer will do everything he or she can to help educate you on your individual legal challenge even before you hire them. Look for videos and ebooks as well as articles and webinars. It’s now possible, more than ever before, to find an attorney that you feel comfortable with. One who speaks your language and who you trust to help you get the best possible outcome for your family.

So, take it from an insider. There are good trustworthy attorneys  out there. I know this is true because I have had the privilege of working with them.

Israel Psychometric, SAT, GED, Bagrut and School Exam Material

What is the Psychometric exam?

The Psychometric exam is a standardized entrance test required by many higher education insitutions in Israel.  It is often referred to as the PET (psychometric entrance test).  In Hebrew it is known as the ‘Psihometri’ – פסיכומטרי.

The PET tests quantitative reasoning, verbal reasoning and English language. The PET can be written in Hebrew, Arabic, Russian or French as well as combined Hebrew/English.  The PET is administered four times during the year .  The first test is usually scheduled for April while the 4th test of the year is scheduled for December.  The Russian, French and combined Hebrew/English tests are scheduled twice a year while the Hebrew and Arabic verions are scheduled 4 times in the year.

The PET is an added opportunity for pupils who did not fare well in their Bagrut matric exams to improve their marks and chances of entering a university faculty of their choice. Olim children who are not native Hebrew speakers or do not have an Israeli bagrut, are also given the opportunity to prove themselves in their native language.

Register for the psychometric test on the National Institute for Testing and Evaluation’s (NITE) website.

The Psychometric Entrance Tests are administered in a number of countries in Europe and South America and are conditional on a sufficient number of applicants. The registration form for tests abroad and the test fee are different from those applicable to tests in Israel. To register for the test, complete the Registration Form for Overseas Tests. No matter where you are planning on writing the test, abroad or in Israel, full payment must be made in advance.

The SAT: US College Admission and Scholarship Test – Israel

Students wishing to take the SAT test are advised to check with individual colleges for SAT requirements. SAT Score is mandatory to write college admission application and apply for scholarships.  The SAT is made up of 4 parts; reading, writing and  language, math and essay.

SAT is administered  7 times in a year. The US test dates may differ from International test dates. Find  a SAT test date and SAT test location near you.

GED: High School Diploma

If you lived abroad and came to Israel after the age of 14, all major universities in Israel will accept your GED diploma as an American high school diploma. Also, if you always lived here in Israel, but never studied Math and English in school, you are eligible to take the GED and have it recognized.   Also, all American colleges accept the GED instead of a high school diploma.

The GED covers maths, language and arts, social studies and science.  Preparation for the GED can be taken online or in class over a sixth month period. 

Israel Bagrut matriculation exam

Elementary and junior high school exams

In Israel, elementary and junior high school exams are set internally. 

Fifth and eighth graders in the public school system, the Ultra Orthodox sector and the Arab sector write the ‘Meitzav’ (Heb: מיצ”ב) test  which is a standarized test set by the Israel Ministry of Education.  The Meitzav is written in the following subjects: English, maths and mother tongue.  There is also a Hebrew test for native Arab speakers.  Past and sample tests can be found here.

Israel Flu Vaccination

Instructions for getting the flu vaccination from Kupat Holim – Israel health funds.

Nearly two years into the coronavirus more and more Israelis feel the need to get vaccinated against flu this winter season. Some argue that on the contrary, the wearing of face masks will protect them from getting infected with influenza.  Whatever your theory, this is the procedure for getting the flu shot from your health fund; Maccabi, Clalit, Meuhedet and Leumit.

The flu shot is free via your health fund.

The third phase of vaccinating the public against the coronavirus is well underway. Now it is recommended that the general public get their flu vaccination.

Vaccination is by appointment only – you cannot just show up and ask for the vaccination.  You must coordinate an appointment ahead of time.  There are three ways:

  1. Calling your health fund and requesting an appointment.  The customer service representative will ask you for your teudat zehut number and your location. He/she will coordinate the vaccination at one of the health fund clinics or perhaps on the same premises at your city’s town’s local coronavirus drive-in station.  Upon setting the appointment you will receive a message on your mobile phone with appointment details and other necessary information.
  2. You can arrange an appointment online after logging into your health fund’s website.  For this service, you will need to have your user name and password on hand to gain entry into the system and your personal medical file.  Select your city or town and choose one of the vaccination centers.  A list of available appointments will pop up and all you need to do is select the date and time convenient for you.  You will receive a confirmation message on your mobile phone.
  3. The third option is via your health fund app – the procedure is the same.

There are two types of vaccination options – 1) the intra-muscular flu shot and 2) the nasal flu vaccine.  The nasal flu vaccine is intended for children but adults who, for whatever reason, cannot have the shot, are able to request the nasal vaccine.

Tofes Yarok Israel Driver’s License

Instructions for filling out the Tofes Yarok when applying for your Israeli driver’s license.

When applying for your Israeli driver’s license you are required to fill out the ‘Tofes Yarok’ (the green form, as it once was).  These days of course you can do it all online (where the form is no longer green – but the name remains).

The form is accessed via the Ministry of Transport’s website.  We have provided a translation of the online form which you can use as a guide when filling in the required information.

As you will notice, the second line of information is the license category you are applying for (A, B, C, D – motor cycle, vehicle up to 4 tons, tractor etc.)  Here is a list of those different categories and types of driver’s licenses

You will notice that just above the PROCEED button there are 2 checkboxes:

  1. I confirm that the mobile number and email address provided will be used to send messages and updates regarding the status of your application (This is a mandatory checkbox)

The next step in the application process is signing the application and declaring that the information provided, is accurate.  All fields are mandatory.

Once you have completed the online application, you will receive a confirmation SMS from the Ministry of Transport /Licensing Department with instructions for the next steps – the eye test and a photograph.

Latest regulations and tips for making POS purchases and using an Israel credit card – Visa, Mastercard & American Express.

Israel banking made easier!

Starting January 2020 it became a standard for businesses in Israel to implement the PIN code identification method at the Point of Sale (POS).  You have probably seen the palm-sized credit card readers around and about and most likely you have had to complete your transaction by providing your 4 digit PIN number.  This method of client identification has been in use in some countries for decades but was never implemented in Israel until credit card fraud became more and more prevalent.

By 2023 The Bank of Israel will require the entire economy, except for filling stations,  to switch to this payment method as well as the use of smart credit cards.

The use of  a smart credit card is likely to reduce the potential for credit card fraud. You may already have a smart credit card in your possession.  If you have renewed your local Israeli credit card recently you will notice that your new card has a gold insignia on its face which incorporates a microchip.  This micro chip makes it possible to encrypt each deal or purchase separately, in contrast to the permanent encryption that takes place when billing is done using the regular magnetic band.

The smart credit card will ultimately facilitate payments without credit cards, i.e. using digital wallets via mobile phones like GooglePay and other similar technologies.

POS purchase – an even newer layer of protection

Coronavirus lockdown has kept most of us at home and forced us into using online shopping options.  As restrictions are being lifted, shops are opening and consumers are being encouraged to purchase ‘blue and white’ again.  Israel now requires a POS (Point of Sale) code (not your PIN number) to make any credit card purchases in a store.  This is a new directive from MasterCard, Visa and American Express.  There are two ways of obtaining your personal POS code (קוד סודי).

  1. When you make your first purchase your bank will send  your code via SMS directly to your telephone.
  2. You can also find your secret POS code on you bank’s phone app under ‘Settings’ or ‘Credit Cards’.

Again, you will need this code for all POS purchases so save it or remember it and also remember that this new code (6 digits) DOES NOT replace your PIN code.

Online purchases do not require the new POS code as you have your own CVV code  on the underside of your credit card.
